Who is eligible?
  You are eligible for free ceiling insulation if you:
 
  • are a home owner-occupier - that is, you live in your own home
  • don't already have ceiling insulation
  • are installing insulation in an existing home on or after 3 February 2009 (excludes new homes or extensions to existing homes)
  • are an Australian citizen or permanent resident aged 18 years or over.

Homeowner Insulation Program
 

You can organise your own insulation NOW through an installer who owns or is employed by a registered business operating in the installation of thermal insulation.

Early installation guidelines detailing eligibility and application forms are now available for download. These are also available by calling 1800 808 571.

Insulation installers can put forward their details to receive information about the program and how they may be involved by contacting the Department through the website or the national information line on 1800 808 571.

Who is eligible?
  You are eligible for free ceiling insulation if you:
 
  • are a home owner-occupier - that is, you live in your own home;
  • don't already have ceiling insulation or have ceiling insulation that is deemed as having negligible effectiveness (please see the early installation guidelines for more information);
  • are installing insulation in an existing home on or after 3 February 2009 and before 1 July 2009 (excludes new homes or extensions to existing homes);
  • have not been granted assistance under the solar hot water rebate program since the rebate was increased to $1,600 on 3 February 2009;
  • lodge your application for reimbursement within six months of purchase;
  • submit a correctly completed application form with a copy of tax invoices from purchase and installation and a copy of two quotes which meet requirements (any installations between 3 February 2009 and the release of the early installation guidelines on 26 February 2009 will not need to submit quotes);
  • arrange installation by an authorised installer using insulation that meets required specifications and standards; and
  • are an Australian citizen or permanent resident aged 18 years or over.
How will the program work?
 

Eligible owner-occupiers who organise installation between 3 February and 30 June 2009 can now seek reimbursements for their costs up to a maximum amount of $1,600. Read the early installation guidelines to check if you are eligible and to find out how to claim a reimbursement.

After 1 July 2009 all you will need to do is ring the free hotline and make a booking. The call centre will take your details and confirm your eligibility. A properly-trained installer will visit your house, assess your insulation needs, and install it for you.

PLEASE NOTE: To qualify for the assistance, the insulation must be installed by an installer who owns or is employed by a registered business operating in the installation of thermal insulation.

When does it start?
 

While the program commences on 1 July 2009, eligible households that install ceiling insulation on or after 3 February 2009, can now seek reimbursement up to a maximum amount of $1,600. So, if you have insulation installed between 3 February and 30 June 2009, please read the early installation guidelines to check if you are eligible and find out how to claim a reimbursement.
